Newcastle is growing. We need more homes in the right locations, close to transport, jobs and services.

The NSW Government has introduced new housing reforms, including the Transport Oriented Development (TOD) Program, that aim to increase housing near key transport hubs. Under the TOD Program, new planning rules apply to precincts within 400 metres of selected stations.

In Newcastle, four locations have been nominated by the NSW Government as TOD precincts:

  • Newcastle Interchange
  • Hamilton Station
  • Adamstown Station
  • Kotara Station

Each of these precincts are unique. That’s why we are taking a place-based approach to plan for growth that reflects their local character, infrastructure and community needs. This allows us to adapt the state-wide planning controls to consider the unique opportunities and challenges for each precinct, while still delivering housing.

Our place-based approach focuses on directing growth to the most suitable locations, while protecting heritage and avoiding areas with constraints like flooding, and other environmental risks. It aims to ensure that growth in these precincts supports better neighbourhoods by contributing to improved public spaces, transport connections and more housing choice.

Whether you live, work, or play in these four precincts, have your say to help ensure they grow in a way that meets the needs of current and future communities.

We have done analysis to understand where growth might be suitable in each of the four precincts and where there are constraints such as flooding, heritage, environmental factors and infrastructure capacity.

We are in the early stages of planning for this project and are seeking your feedback now to help shape the next phase of planning for the four precincts.

Your input will inform the preparation of the draft urban design framework (UDF) for each precinct. All feedback will be reviewed by the project team to identify key themes, priorities and questions, which will help refine the UDF before they are placed on public exhibition.

Our community is growing and additional housing is required to meet established targets set by the NSW Government. These targets cannot be changed.

Our place-based approach to planning focuses on how this housing is delivered by adapting state-wide planning controls to reflect the unique opportunities and challenges of each precinct, while still meeting the required housing outcomes.
