Overview
A planning proposal was publicly exhibited to amend the Newcastle Local Environmental Plan 2012 (NLEP 2012) and create Cameron’s Hill Heritage Conservation Area (HCA).
Background
We received a community nomination in December 2018 to investigate Cameron's Hill for its potential as a HCA. The nomination attracted further support during an amendment to Newcastle Development Control Plan (DCP) 2012. Various submissions indicated strong interest in investigating the area's heritage values, adjusting the Broadmeadow renewal corridor boundary, and adding an objective for development to be sympathetic to the built form of Cameron's Hill.
A heritage study was undertaken in May 2024. It assesses Cameron's Hill using the Assessing Heritage Significance guidelines prepared by the Heritage Council of NSW. The study recommends a planning proposal and amendments to development controls.
We prepared a planning proposal to list Cameron's Hill as a HCA in schedule 5 of the NLEP 2012. On 25 June 2024, Council resolved to commence the planning proposal process and exhibit amendments to development controls to reflect the inclusion of Cameron’s Hill HCA. The planning proposal was forwarded to the Department of Planning, Housing and Infrastructure (the Department) for a Gateway determination under Section 3.34 of the EP&A Act. A Gateway determination was issued on 13 August 2024. This allows the planning proposal to progress to public exhibition. It also requires consultation with Heritage NSW.
Have your say
The planning proposal and amendments to the DCP were placed on public exhibition from Monday 16 September to Monday 14 October 2024. Public exhibition has now closed.
Next steps
We will review submissions received during public exhibition. A summary of submissions will be included in a report to Council.
Council is the local plan-making authority. If Council resolves to proceed with the planning proposal, the amendments to the LEP will be finalised.
