Event authorisation for No 45815 is provided (subject to standard City of Newcastle (CN) officer conditions) following consideration of submissions received during the public notification period between 3 September and 1 October 2025. Event bump in is permitted from 7am on 25 November 2025, with event bump out to be concluded by 8pm on 2 December 2025.

Background
At an Extraordinary Council Meeting on 12 August 2025, the elected Council voted to approve an amended motion to allow Rising Tide’s application to use community land for its People’s Blockade event in November.
Councillors endorsed:
- Event authorisation for Camp Shortland (28 November – 1 December 2025)
- In-principle support for Foreshore Park (25 November – 2 December 2025), pending public notification and a requirement for a Form 1 from NSW Police consistent with the event licence application.
What was proposed?
Rising Tide applied for a licence to use Foreshore Park from 25 November to 2 December 2025. The application included the erection of temporary structures, live performances and amplified sound.
This application replaced the earlier proposal to use Richardson Park, Hamilton North, which raised site constraints and other issues during the earlier public notice period.
Why did we seek feedback?
We manage community land on behalf of the NSW Government and licence events in line with the Local Government Act. A public notice is required for any event that occupies community land for longer than three consecutive days.
We understand there is a range of views within the community about this event. Your feedback informed our decision on whether to grant a licence for Rising Tide to use Foreshore Park.
Community feedback on the original application
During the first public notification period for the original application (Camp Shortland and Richardson Park), we received 1,855 submissions via the Have Your Say online portal, paper copies and email correspondence. These are detailed in a public notice report, which was considered by Councillors at the Extraordinary Council Meeting on 12 August 2025.
