Overview
A Development Application (DA2023/00250) was on public exhibition for a mixed-use development comprising ground level commercial premises, five multi-dwellings (i.e. 'terraces’) and a residential flat building comprising 59 apartments, at 1/21 Railway Street, Wickham (also known as 29 Bishopsgate Street, Wickham).
The development seeks approval for the community infrastructure incentive bonuses for height of building and floor space ratio identified in Wickham Masterplan Update (July 2022) (WMP). The developer has offered to enter into a Planning Agreement.
The offer commits the developer to spending an estimated $624,399 to create 'Wickham Green' which is shown in WMP as an area of approximately 210m2 or 6m x 35m at the corner of Railway and Lindus Streets, Wickham. The Draft Planning Agreement includes a plan of Wickham Green. The agreed works are consistent with WMP, including lawn, paved areas, shade trees, furniture and a performance space. The offer also includes the dedication of the land comprising Wickham Green. The developer is responsible for the full cost of Wickham Green with the occupational certificate not issued until the commitment is fulfilled.
The developer also offered to dedicate 15% of the development's residential gross floor area for affordable housing (nine residential units). The affordable housing will be dedicated for a period of 15 years and managed by a registered community housing provider. The developer is not required to provide affordable housing under the offer or the DA.
Council endorsed the Draft Planning Agreement for public exhibition on 29 April 2025.
